Michael Armstrong

Michael Armstrong is a partner with City Scale, a collective of urban sustainability practitioners that works to expand, connect, and scale local approaches to addressing climate change. Prior to joining City Scale in 2017, Michael worked for 17 years for the City of Portland, Oregon, where he managed the city’s climate policy and programs for the Bureau of Planning and Sustainability. Michael co-chaired the Planning Committee for the Urban Sustainability Directors Network from 2014 to 2017; in the 1990s, he spent five years in Namibia and South Africa.

Quisha Light

Quisha Light, leads the Portland Water Bureau’s Customer Service Operations, including the Field Services (meter readers and technicians and water inspectors), Billing, Contact Center, Customer Information Systems, Financial Assistance, and Customer Analysis teams. Before joining the Water Bureau, Quisha served as Manager of Product Development and Lifecycle Management at PGE, where she led teams responsible for transforming the clean energy products, programs, and services offered to PGE’s customers. Prior to PGE, Quisha practiced law in Tennessee. She received her Bachelor of Arts from the University of the South (Sewanee, TN) and her Juris Doctor from the University of Memphis School of Law.

Michelle Tang

Michelle Tang has a Bachelor of Science degree in Business Administration from Portland State University. With over 20 years of experience in the mortgage industry, she has honed the critical skill of excellent communication, servicing both sales and operations. With her robust knowledge of various lending programs, Michelle is considered a subject matter expert, exhibiting critical thinking and risk analysis of critical points in the loan process. Aside from work, Michelle loves the outdoors. She enjoys hiking, cycling and kayaking. Michelle has a passion for community service, volunteering her time as an instructor for the Art Literary program at the Tigard-Tualatin School District and a food packer at the Oregon Food Bank.

Pat Daniels

Patricia guided her organization from the former community development corp. to the Constructing Hope Pre-Apprenticeship Training Program. She developed training curriculum with industry partners at Northwest College of Construction, Hoffman Construction and Pacific Northwest Carpenters Institute, receiving state certification in 2007. Under her leadership, Constructing Hope has increased job placements from 16 to 83 annually. She has developed direct entry with Construction industry apprenticeship programs. She earned her MBA at Concordia College and, as an African American woman, worked her way up from secretarial duties to Executive Director. She is an active member of her church community.

Brian Simmons - Westy Properties

Brian is an entrepreneur, investor, and senior level consultant. He founded eight businesses and has invested in others. Currently Brian is a partner in Westy Properties. He was the Co-Founder/President for Fluid Market Strategies, which provided energy services and was acquired by CLEAResult in 2011. He served as a Board Member and Senior VP for CLEAResult’s West Region until 2015. Brian oversaw corporate strategy, business development, and was an expert in many areas of sustainability, energy efficiency and renewable energy generation. Brian is a Marine Corps veteran who served as a non-commissioned officer from 1988-1992. He has a Bachelor of Arts degree in Marketing and Advertising from Portland State University.

Timothy Treadwell

Timothy Treadwell is the Manager of Customer Technology Development at PGE where he is responsible for the Smart Grid Testbed Program and investigates the DOE Connected Communities grant. His work at PGE is focused on new technology pathways and operational strategies for EV charging, HVAC controls, smart water heating, and rooftop solar. Tim has more than 16 years of experience in energy technologies. Prior to joining PGE, he led research, strategy, and business development at a range of organizations including Director positions at the Center for Sustainable Energy and ENGIE Insights. Tim graduated from Humboldt State University with a B.S. in Natural Resources Planning and holds an M.S. in Environmental Policy from Bard College.
